I think a good operating system for a netbook is ReactOS. https://www.reactos.org It is still being developed but it is very compact and free. Both are good for netbooks; IMO.
May be useful for somebody who buys a Linux computer to get more memory than Microsoft allows and then act a Windows clone. I left the Windows environment for MacOS long ago, so I doubt that Windows or a Windows clone would be much more familiar than Linux for me.
