VIA subsidiary WonderMedia is cranking out yet-another dual-core, ARM Cortex-A9 processor. The new WM8860 chip comes just a few months after the launch of the WM8880.
The new chip offers more powerful graphics and improved audio components, and support for Android 4.3 Jelly Bean.
The WM8860 processor is a 1.2 GHz dual-core chip based on a 40nm design. It supports up to 2GB of memory and screen resolutions up to 1280 x 800 pixels, which suggests that while WonderMedia calls this a high-performance chip, it’s aimed at budget devices.
It features Mali-450 graphics, which aren’t exactly state of the art, but which are a little more powerful than the Mali-400 graphics found in earlier chips from WonderMedia.

40 nm is a rubbish. Why? Because its Overheating the device, bad work, too much power consumption. Bad devices for a bad soc. We need more 28 nm socs no overheating technology.
It depends. If you plan in selling them inside 60-70$ Android Chinese smartphones they will suit just fine, and also keep the price down.
